After consulting with contributors, the final plan has been determined. The information in this post is somewhat different from the present.

Hello everyone. This is general thread for the development of the campaign The Dark Hordes Revised, which is currently being planned.
For now, this has served as the place to share information.
Project Background:
As many of you may know, I have been working for the past two months on the porting of the abandoned The Dark Hordes to 1.18 and its completion. In the process, I saw great potential in this campaign, but also felt that some fundamental changes needed to be made in order to rework it.
The main reason why I felt this way was because of the story and the ending. Originally, TDH had an excellent plot by the original author. However, after repeated changes and updates, the storyline was structured in such way that the ending could not be realized in its original form.
In order to keep the emphasis on the original idea and to overcome this situation, many scenarios would have to be scrapped. That would mean significant loss of compatibility. So, to avoid unnecessary confusion, I have decided to release Revised separately from the current add-on.
Goals of the Campaign:
Not only do we need to achieve an original ending, but we also need to raise the standards of the campaign in its entirety. Specifically, I will be doing significant rewrites of the text and rework of many of the maps. Basically no changes will be made to the plot. Ultimately, I am considering making proposal for readdition to the mainline.
Additional Story Ideas:
I am looking to make the dark spirit Leganoth the mastermind behind the entire campaign. To that end, I plan to make more references to him, foreshadow him, and strengthen his relationship to the Skull of Morgorath. I also would like to make the resurrection of Morgorath some sort of theme.
The character and behavior of Gwiti should be left as is, but some additional backstory could be added for depth. In particular, regarding his brother, could be added as foreshadowing as to why they are bickering. Also, it would be interesting to describe his feelings about Wesnoth, etc.
Rework of Existing Scenarios:
There was mention here of reworking maps and scenarios, but this has been cut to avoid duplication of information and confusion.

I hope to maintain the original atmosphere as much as possible. More details will be added in the future.

The following post differs from the current development plan. The idea of scenario branching has been discontinued. However, these are left for reference. Some have been corrected.
I have come up with the details of the campaign structure and will share them here. Extensive feedback is needed.
Briefly, the first priority is the original ending. Then, if possible, I will implement scenario branching.

Scenarios for the original ending are as follows:S1 A New Chance
S2 Brother Against Brother
S3 The Skull of Morgorath
S4 Mages and Elves
S5 Inside the Tower
S6 The Book of Crelanu
S7 Confrontation
And the following scenario is another ending with scenario branching. This makes it compatible with Project-Ethea and TDH is the prequel to Invasion from the Unknown:S8 The Dwarven Gates

The advantage of this scenario branching is that existing scenarios that were due to be deleted can be retained in the campaign and replayability can be enhanced. Note, however, that this is not always implemented, as it takes more time and effort to develop.S8 Underground Pool

Development Plan
Here is the current plan. Scenario branching is excluded due to its heavy development burden.
Summary
The premise is that there are two ending ideas for this campaign, each with its own merits - I decided to reconfigure the campaign and its scenarios, mixing the best elements of each of the plots in order to achieve two different endings in the most natural way possible.
Scenario Structure
S8 The Dwarven Gates
Gwiti fights with dwarven guards in the cave. He senses the presence of the half of the Skull of Morgorath in the depths of the cave. This corresponds to the Underground Pool in the previous version.
S9 Creatures of the Underworld
Gwiti battles the corrupted creatures in the depths of the cave and finds and completes the Skull of Morgorath. This corresponds to the Underground River, but the map should be changed. A cut-scene is interspersed here to summarize the storyline.
S10 Assault on Alduin
Gwiti begins his Skull research in the cave. A few months later, he plans an invasion of Wesnoth. He first attacks Alduin and then annihilates the Magic Council.
S11 Landfall
Gwiti leaves Alduin and lands on the Continent; he makes Aldril his first target. The map has already been created by GreenScarab.
S12 Elven Ambush
Gwiti first meets and fights with Elynia. Need the map based on the Crossroads from HttT.
S13 The Crown Prince
Gwiti fights the Crown Prince of Wesnoth in Dan'Tonk. Reinforcements give the Crown Prince the upper hand, and the orcish allies betray Gwiti, forcing him to retreat.
S14 Lady of Light
Gwiti fights Elynia again; Gwiti is defeated and puts the curse on Elynia. However, just before his doom, the power of Morgorath is activated, disrupting the area, and Gwiti flees underground.
S15 Shadow Battle
Final scenario. The resurrected Morgorath forces Gwiti to submit to him. Gwiti refuses, and battle ensues between him and Gwiti. Ultimately, their battle creates an earthquake and Gwiti is buried alive underground.
The ending of Project-Ethea will be realized in S14 and the original ending in S15.
Release Schedule
I would like to proceed at slower pace, so completion will probably be next year. If the rework of the existing scenario could be finished this year, that would be ideal. However, there is no point in rushing and disrupting the development process.
Detailed Discussion
I will make this my final draft. However, I am sure that problems will be found in the future, and I would be glad to discuss them further.

This is the current bigmap. Compared to the previous one, the structure of the scenarios has been modified to fit the plan. Perhaps the spacing of the points needs to be narrowed slightly more.
