How do I change the data files?

I tried to open them, but it just open a "open with" window, and I didn't found any program that do anything when I chose it. What shold I do?

I have windows xp and version 1.1.7 of wesnoth. I used lots of others versions of wesnoth and in all of them it was the same.

A simple text editor (NOT a word processor) like notepad should do the job.
