new era cant recruit but computer teammate can

not sure if this is where this goes but im making my own era and i have finished one race, i went in to a local multiplayer game against ai and i cant recruit my units , i end turn and my computer team mate can recruit units, i cant work out what i have done wrong, why cant i recruit?
