It is the only scenario i've completed (i managed to complete test of the clans, but lost way too many units to take on the evil queen

)
IMHO UTBS is better written than most of the scenarios i've partially completed. (though i did notice a few typos in english)

On those lines i'd suggest that in this official pack indicate the scenario's level of difficulty. (beginner, intermediate, and advanced?) This might be helpful for the scenarios available on the web as well.

Here's a summary:

There were three or more votes for UTBS, SE, FTF, and Liberty. I think all of those should go in.

Is this supposed to be a vote? I consider more campaigns good candidates but since they were already mentioned, I didn't repeat them. I guess the approach should be to compile a list of campaigns which are then rechecked to see wheter they're really fitting.
