Report on a mildly bad experience with DerElefant/ShadowVeil

I am aware that DerElefant is the current pseudonym of a player previously known as ShadowVeil, who has a history of abusive behavior, and received punishment for it, but is currently allowed to play the game freely.
Because of this history, I feel it is warranted to be cautious and report on mildly bad experiences, for multiple reasons regarding potential abusers:
- sometimes victims will feel intimidated and be uncomfortable reporting the most outrageous problems; reporting mild experiences can help bring forth the deeper issues if they exist
- if deeper issues are revealed, I will be glad to have already saved on record everything I have to contribute
- sometimes a player can be abusive through an accumulation of behaviours which individually are all tolerable, such that it is impossible for any single player to point to punishable offences
- I feel good about having a general policy of being transparent about what I dislike
- if there is deeper abusive behaviour from DerElefant, knowing that his every message can be recorded will curb such behaviour

I do not mean to accuse DerElefant formally and I hope this post won't be interpreted as a call for a witchhunt; the above applies in situations where there may not be abuse at all - but caution is warranted. I understand that there is a difficult tradeoff between making sure players don't get silently abused and paranoid surveillance detracting from being part of a fun community, and I am open to suggestions to place my lines elsewhere.

This disclaimer being said, here are the facts:

I played a game of Afterlife with DerElefant; they complained about their units not hitting (all good-natured banter so far) then started mentioning numbers like -75% luck or -84% damage dealt, which were false (he was at ~0% damage dealt at the time and ~-20% damage taken).
StonyDrew spectated the game and can attest, or you can check yourself in the replay attached.
At the end of the game, DerElefant asked for a rematch, which I refused.

Unrecorded, we discussed in DM while I was spectating another match he was playing where I called him a liar for having lied about the stats (and he insisted quite a lot on it during the match, demanding my commiseration), and he called me a coward for refusing a rematch. This was Afterlife so the replay could probably be unearthed if needed.

For the sake of not just cherry-picking problems in a way that can unfairly ruin the reputation of a player, I should also mention that I have had positive experiences with him in other circumstances.
