Also, I would recommend that you come up with a semi-playable idea before requesting the help of an artist (sprite art can be copied and modified from mainline. Portraits are not even required in the first place).
WML is easy enough; you shouldn't need a coder if you can read English at all.
Finally, I recommend that you do not rip your whole faction from L5R. Legend of the Five Rings is a trademarked game, so while the concept of rat people can be used for your faction, you will have to make your nezumi distinct from the L5R ones (using a totally different convention for unit names is a good place to start).
