What is the "best" (however you want to define that) Level 4 unit?
Don't go to Glowing Fish for advice, he will say both yes and no.

Defenetly the fire dragon, he has 2 attacks, both over 30 damage, ranged attack is marksman.

Fire Dragon. He has more speed than any of the others, and flies; he has as much leadership as any of the others; He has almost as much ranged damage as any of them, and much more melee damage than the ones that can compete with him. He also has more HP than any other except the Yeti,

I chose the yeti. For me the question wasn't about who was the best statwise, it was about who has the most class. The yeti is unpretentious - he knows his station in life and accepts his given role: kicking your ass. When it's time to succumb to a 6-hex swarm attack, he goes down with grace. :D

Ancient Lich: Can do most damage in a single turn (65 - one more than the yeti), his attack is magical, and if you attack him melee, he'll drain some of his HP back, plus he is Poison-resitant.

Fire dragon; he has THREE attacks, each with their own damage type, his ranged has marksman, he has one of the highest hps in the game, and he can not just kick ass, he can burn ass!!!!!!!

Skeletal Dragon: It has the best artwork of the level 4 units, although it could be argued that the Sylph has the best animation.

My personal vote was for the Elvish Sylph, because she is so pretty.

Although, looking through the Wiki, I realized that the Yeti definetly wins on cheapness.
