Cost for recalling units
Well, let's see a situation.
We buying ('Recruit') Horseman for cost 23 gold and move him into fight. Fight, fight, fight... So, this Horseman survived, and we would 'Recall' him in next scenario. Do you remember, Recalling costs 20 gold. Yeah, we arrived to subject of my message. We getting more experierenced unit, but pay for him 23-20=3 less gold. Paradox? Yes... Hmmm...
So, maybe better use additive or multiplex formula's, depending by level of unit, for recalling? Something like a

But, these formula no match for 0-level units... Someone maybe sent better.

I'm only saying this because this is in DD, not ideas forum. If it was there i would remain silent.
You are going on the assumption that a unit should cost more because it has experience. Why should this be true? I don't see a logical reason why. And gameplay wise, it is GOOD to have units that cost less to recruit than recall... it makes you more likely to recall them even if they didn't get very much XP earlier, and makes you a lot more likely to ever end up leveling one.

Out of curiosity, what compelling reason is there to change the 20 gold recall?
Personally, I don't see any gameplay problems with it right now, so if some could be pointed, I would appreciate it.

You could change lower upkeep for higher level units but up the recall costs. That could encourage usage of lower level units (not that 3/turn upkeep doesn't!)
