Recruit other units and get all your villages on turn 3. Having a more effective fighting force is better than having a little more gold and an army of scouts. In general, you shouldn't need more than one or two scouts on 2p maps.

Who says you can only use cavalry to get villages? The loys have a useful and underused semi-scout called the Fencer. Capable of dodging those arrows which form the bane for cavalry, more speed in fungus, cave, water and, obviously, mountains, etc. When you're up against archers, scout with fencers.

You don't want more than 2 scouts grabbing villages, generally speaking. A large group of scouts may be good for grabbing villages faster, but try holding your own against an army with more diverse units. :D
