Also, what in blazes are thieves supposed to be able to steal on a battleground?

Well, since the description speaks about rat-catchers, perhaps something in the vein of Alleycat or Hoodlum would be more appropriate. Actually, i think there is a word for people living in the streets which wasn't hobo, but i can't remember it.

Please use the "edit" feature rather than post twice
The reason is that there is no better name for the thief line to have. The drakes were given *very* utilitarian names because of how they came into the game--abruptly, and based off of the art, rather than planned extensively first, and then drawn. The thief has been around much longer, and have no reason to change. There is no other word that *quite* works for them.
Also, it would require dialog changes in the campaigns that have them present. Granted, that's not *much* work, but it's further reason why a good case would have to be presented before a change is made.

Also: we renamed a grand total of 2 drakes (the Slasher > Arbiter, and Gladiator > Thrasher), in the end. Out of 15 that we redid the artwork for. None of the others had changes, except to their descriptions.

The Drakes changed because their culture isn't set-in-stone yet and few campaigns cover them. New names were necessary on a few of the units because the official backstory of the Drake culture was rewritten in anticipation of increased usage of Drakes in mainline content. Or something like that.
Meanwhile, thieves are featured prominently in a few mainline scenarios as thieves, including the scenario that introduces them in HttT. As Thrawn said, their dialog and role in the plot of the places that involve them would need to be rewritten, for minimal gain. You won't find a place where Drake Gladiators were key in a dialog as gladiators because Drakes get no love and attention in mainline.

Re: Rename "thief" to "scoundrel"
Personally I love the name thief and see no need for a rename. If I had to pick a suitable rename I'd think rogue or maybe knave to be honest.

Plus, I love the little unit animation, where they lean over towards an adjacent hex then juggle a pouch of gold in one hand.
