Though as Turuk mentioned, other lines have level fours. I think there's one for the Sergent/Lt/General line (though I'm not sure, and it might have just been an add-on), and of course there's the Ancient Lich (though that's a magic-user as well).

Yup, both of those have level 4s as well, but neither of those level 4 options are available in default MP, which I assumed was his statement. Because both main factions Rebels and Loyalists have mages so it is still balanced between those factions.
