(I don't really have any experience in art, so take this with a hunk of salt)
The texture on the flag seems a little shiny. I would imagine it rougher. The actual design is great though.

Instead of just flicking one way and settling again, it should ripple continuously back and forth. Otherwise, it looks like a smooth animation. Keep up the good work.

A slower animation speed to make the flag more languid would look nice too.

I love the new version - as has been said, you might want to try smoothing out the way the thing snaps, but this is heads-and-shoulders above the previous work, here.

OK, I added two more frames (though one of them is a repeat). I think you can get the timings from the GIF, but they are 150-200-150-150-200-150 ms.

That looks a lot smoother. The last frame toward the left really stands out, though. The outlines are a lot thicker, so it looks like a completely different flag flickers into being. Also, it seems like the point of the flag has blown a lot farther than is necessary. It's almost horizontal.

I think you need one fewer frames on the flick out to our left, and one more on the flick to the right - currently the tip flicks past horizontal to the left, and only just past vertical on the right. It should be basically even both sides. Imagine a sine wave passing down the flag and you've got the idea...

I would also make the frame before the big flick (that is currently shaded so darkly) or that frame itself a bit slower, so the wind speed affecting the flag seems a bit more constant. So maybe change that second 200 to a 175 or 150.

Still it waves unnaturally much to our left, as if it was being pulled by an invisible string or blown by a big sudden gust of wind.

The lines on the frame where it's farthest left are still a lot darker than the lines on other frames.

I tried playing with the frame speeds but i could not sort out the one sudden gust that still seems to make it jump, that one frame seems to control the impression of how the entire animation appears to the viewer.
