You find them in Wesband. They're the little guys at the bottom of the 3rd screenshot.

What the… goblin spearmen are level 0 units, so what, do they advance from level -1 units? :?

They're also level 0.

Like in Tale of a Mage peasant childs advance to peasants. They are also both level 0, only the peasant child is even a weaker unit than the peasant.
