I kept getting these OOS messages during a game,

We might want to actually say that somewhere in game, though - it has caused considerable confusion in the past, and will probably continue to do so.
and at first it was something about a unit was already in a certain spot ( which made no sense)
but then i got somethign about the opponent was recruiting something he couldn't pay for.... suspicious

so as turin said, i think he cheated...

I would rather say 1/100. OOS messages happen quite often for no obvious reason. They occcur also in games with people I know and trust. I think most times a "contorl bug" causes them since they mainly occur in games which somebody left and was replaced by an observer.
PS: Just "unzip" your rar file into a folder and then zip this folder again into a zip file.
