Are you talking about the Wesnoth's tool that lets you create maps on GNU/Linux? If so, the package is called "wesnoth-editor" and should be available with your distribution if you can get Battle for Wesnoth (I mean a package for the game). For example, on Ubuntu you would install it with Synaptic or in console by taping the following command :
Once it's installed, you'll be able to use it by entering this (also on Ubuntu) :
Then it'll be a piece of cake
. If it's not packaged for your distro or if you prefer to compile it to optimize it, you can still take a look at the sources here.
