It really depends on what kind of game you want it to be. If you want to have a lot of custom units, a powerful damage system, and generally a lot of room for making stuff up, you could try to use/modify the BrikWars rules. Your FAQ (and perhaps other pages) specify a background colour but leave the text colour up to the user, making it unreadable if the browser is set to use light text. I'd suggest specifying a font colour, too.

Font colour is working fine now, thank you. However, in the lists, the defences starting at and down from Deep Water, as well as the Arcane attack type, are shown over the crumpled paper background, reaching the bottom of the screen. Great idea.
One problem that stands out in the current implementation - you set the background colour but leave the text colour to be user-set. If someone has set his browser colours set to light-on-dark (like me), the text becomes unreadable.
