Games like Fire Emblem get away with full version numbers for not-that-many changes in the actual gameplay. So just make 4 new campaigns and call it Wesnoth 2.0

I wonder what happens if you try to teleport to an occupied hex? (This is not an issue with the silver mage, as if you do not have vision of a village and it is occupied you do not control the village)

Maybe give the leader enough income to recruit several ruffians each turn? Then cut that income the moment the first fighter advances to captain. But what if the player fails to promote a unit? And a random word to add - when I was a new player, I didn't recognize the single hex of shallow water as...

I'm not too fond of touch attacks that do impact damage. A touch attack that can do impact damage would better described as a "slam".

Supremacy and Domination victory conditions seem like they would play very similarly to the Normal victory condition. In a 6 way free for all though, you don't want to be the one getting the early advantage. Unless the other four players are blind.
