The new border parameter can't be the cause since it's added after 1.3.9 ;-). Indeed it can, as I am such a greenbean, that 1.3.9 is first what I have installed from the 1.3.x line ;-) I will try to produce some simple test case as my map is made to be nice and playable, so the river/shroud border ...
