I like most of the sprites, animations look pretty good too.
As for scarrion, his eyes are merely coloured, not glowing. I could have a go at it if you'd like, though I'm not sure it'd actually help.

I'm regretting using the word "glowing", I think merely dis-coloured is better. I tried to keep his sprite and clothes simple and subdued, not flashy or ornate, because he should be above such things (hopefully that makes sense). Eyes that really glow might be too flashy.
However, maybe he can make his eyes glow if he's angry... I'll try making a modification to his face so he looks angry, then we'll see how glowing eyes work out.

How about something like this? Looks a little more 'real' I think.
Please do it yourself if you want to use it though, this was 60 seconds work, most of which was spent getting the file into the GIMP.

I certainly agree with you that there needs to be more structure to his eyes. As I was working on that, I realized his head was a strange shape. I think it's better now.
Giving him regular eyes with coloured whites will make him look diseased or hemorrhaging, so I'm going to steer clear of "real". Hopefully the attached version (Scarrion4d_newstaff.png) does not look too cheap. I've also attached a version of what I think is meant by "glowing", which I want to avoid.

since you realized that scarrion's head was (and is) in a strange shape, i did a paintover.
mainly the chin and the placement of the mouth are off.
a easy means to convey evilness are the eybrows - yours look sad (because they seem to hang down), turning them a bit makes him instantly more evil looking. just look at this smiley:
regarding the eyes a bit shading in them does the jon imho (remember they are balls not planes!), or totally black eyes with little reflections?
i tried to work a bit on his arms/ hand, too - but as i already posted: redoing them would be easier than fixing...
and i desaturated the colours to make the character come together a bit more (i didn't go too far, to keep him fitting with the sprite)

I vote for the version kitty did with black eyes, that guy looks like he'd hurt puppies 
If he's a main character, you might want to give him a little bit of bling: a hem on his vest, some cuffs maybe. That might help to make him stand out as an important character, rather than a generic unit.

Black eyes with the little reflections is a good idea! The guy on the right does indeed look like a bad person.
He's looking a little too healthy however*. Part of what I was trying for (but failing probably) was a taught skull-like face (ascetic face?), eyes like sockets. He's supposed to be a bit crazy and a fanatic.

Drawing this stuff takes me a long time, so this isn't a real attempt, but here's moving my previous version towards the dark-eyed guy. (EDIT: I've removed this .png, it was a waste of server space. I don't know why I posted it.)
As for bling, I'd hoped to avoid that but I see your point. Maybe if I make that little hasp (white arrow) in the middle of his chest bigger and more ornate that would do the trick?

This is a real attempt, at least the face is. Not sure I really pulled it off with the eyes, but hopefully it is clear what I'm trying to do.

The staff needs to be redrawn, but hopefully the arms are an improvement and the cuffs signify he's not a generic unit...

I had hoped this would be the next-to-last revision, but he lost something along the way. Maybe zooming in was a mistake? I'll probably zoom back out, and move his right arm up and out a little (something is still off with that arm anyway, maybe he lost his elbow). In case anyone is wondering, the shirt is supposed to be a little puffy and wrinkled.

This should be the next-to-last revision (and next-to-last time I post him). Zoomed out but moved his right arm in. His mouth and cuffs are the last major issues, but then he's a little shading and touch-up away from being completed. At least I think he is...

Final revision, at least for now. I've become desensitized to whatever defects he has, so I'll need time to pass or commenters to criticize.
Scarrion continues to torment the protagonist after he (Scarrion) has been killed, and he even gets the last word in the campaign. So, for a little variation, I've included the phantom Scarrion on the right. The crop-scale-grayscale-contrast is a cheap effect, but that doesn't mean it isn't effective (or does it?).

The vest looks kinda strange being so detail-less next to the well detailed sleeves. Perhaps some kind of texture?

Good point! Here he is with a more detailed vest. His sprite needed a few slight modifications, hopefully it's clear that these .pngs are of the same guy.
