So, at the end of that thread, Noy the developer says that he "got his answer" and that he was going to split the ability into two abilities: one for melee and one for ranged. He decided that they would be called "Finesse" and "Markmanship". Obviously this did not happen. This makes me worry that we will have no change here either. If even a developer can't implement such a simple change...
Hope springs eternal, however, and so I'd like to add that I don't think it is necessary to split the ability in two. I also don't think "Finesse" is an appropriate word to describe both. My reasoning is similar to Glaucus'. We're looking for a word that merely describes a more accurate unit. "Accurate", obviously, is the easiest pick, but that's boring. "Finesse", on the other hand, has to do with increased subtlety and delicacy. Increased skill, perhaps, but not necessarily more accurate. An assassin could use finesse to kill someone, but that does not mean he is any more accurate than the battle-hardened Orc skillfully bashing a pesky Elf's head in. Plus, the end result of an arrow strike, no matter how skilled the archer, could hardly be described as subtle or delicate, so the word doesn't seem to fit there either.

Since we are not a professional team of paid coders with decent wages, we don’t all share a single work methodology, but I for one work on the basis of priorities, chocolate, and “oops I forgot”. I don’t feel this change to be a potentially big priority at the moment either, since UMC coders can and already do create many other weapon specials on their own and there are no units in mainline using ‘marksman’ for melee attacks at this moment, in trunk or otherwise, to my knowledge. That said, patches welcome.

I appreciate the position of the Wesnothian developers, and I don't mean to imply that Noy was lazy or something for not following through. As do most BfW players, I appreciate the hard work that is done by all the developers. Nor do I feel it is a high priority either.
That said, I'd be happy to make the change myself with a little guidance. Can this patch be done in WML, or does it need to be in Lua or C? Or something else?
