As for the "highly regimented society," I think we already have some other races with that characteristic, such as Drakes. I see the Saurian society as being something far more primitive, where leadership of the tribe is gained through cunning, power, and charisma. Saurian Oracles would fit into this role most naturally, since they can kill any other saurian type and are far more learned than their kin.
Martial Arts doesn't really fit into this power scheme. However, I could see in such a society that multiple Oracles would be unlikely to co-operate well together. An oracle would probably be forced to leave and form their own tribes once their power was sufficient to be considered a threat to the current leader.
I think it's a good suggestion that Saurians reproduce asexually by budding. (I've heard this suggested before as well). Groovy, most lizards are diurnal; you have to deviate from the normal concept of lizards in some ways, otherwise the concept is pretty bland.
