It looks like nobody has talked about this for a long time, but I recently became interested in it. I've been playing the game Frozen Synapse, and they have a play-by-email feature implemented, and it makes the game so much more flexible
I play with my friends around the world, in different time zones.
I really love Wesnoth, but it's very hard for me to set aside enough time for a full game with my friends. But making just one turn, occasionally, is quite possible for me, and would give the game a much more strategic feeling!
I love the idea that a game would persist on the server with none of the players logged in. It wouldn't take up any more bandwidth than normal, the games could easily be filtered by a flag (for those not interested).
I vote to add this feature!

Heathgod, if my understanding of the original discussion is correct, the problem isn't so much that the idea is opposed as that nobody has done it. Battle for Wesnoth is, of course, an open-source game, and the developers are volunteers. PBEM functionality apparently hasn't been important enough to add to this date.
As a stop-gap measure, if you trust your friends not to cheat you can at least email around a save file.
