I got a new machine; it runs on Windows 8.1 and has a HD display (1920x1080, Intel HD Graphics 5500 / Nvidia GeForce 840M).
When I change Wesnoth's resolution to 1920x1080 from the title screen it looks fine after closing the preferences: it fills the display in 16:9.
However, when I try to start a game, I might get a screen like this:
In-game the right part of the screen is missing completely:
Or it's displayed partly but the menu bar is missing:
When I quit to the title screen it's also displayed wrongly:
Reminds me of what shadowm wrote when releasing 1.12.1; only that I'm not on Mac OS.
I'm not really happy that BfW looks uglier on my new laptop with a new OS, so if anyone has an idea I'd really appreciate it!
Edit: I tried various resolutions and I'm now at 1280x720; everything works and it's actually 16:9. Still, let me know if you have any remarks and I might make a proper bug report.

I have the same problem on Windows 7 ultimate. I have installed system today, all drivers was updated to the latest version.
This is shortcut to run BfW in full screen mode:
"C:\Program Files (x86)\Battle for Wesnoth 1.12.2\wesnoth.exe" --config-dir Wesnoth1.12 --resolution 1920x1080 --fullscreen
This is what I see on my monitor while game is in fullscreen mode.
Noticed - windows "Start" button is on top of game screen
With default shortcut:

I run the latest versio of BfW freefr.dl.sourceforge.net/project/wesnoth/wesnoth-1.12/wesnoth-1.12.2/wesnoth-1.12.2-win32.exe

To run game correctly: I have to set text size back to 100%. I prefer use 150% due to problem with my eye - astigmatism).
Note to run BfW with good for me text size I use this:
"C:\Program Files (x86)\Battle for Wesnoth 1.12.2\wesnoth.exe" --config-dir Wesnoth1.12 --resolution 960x540 --fullscreen
