Incorporating the Advanced Wesnoth Wars mod into the official set?

It's the mod that removes the evasion rate, can it be added to the official settings in the future?

If you're asking about the utility that removes randomness, no, it's not going to be built in.
But as an alternative, Biased RNG is more than satisfactory even for me (I mantain advanced wesnoth wars (fork) addon)
Biased RNG was implemented after the anti-random mod it was inspired by

The problem is that a lot of people are disgusted by random hits
Most of the negative reviews in steam are related to random hits
In the development of future games, can it be developed before entering the game?
Gives two game options, one is the hit version that can be avoided
The other is an unavoidable version of attack*hit rate

I second Torank's opinion for Biased RNG. It has made SP campaign play comparatively less frustrating before it existed.

another possibility to reduce gambling-like effects (and feelings!) of wesnoth's randomized combat is to make missing strikes deal fraction of their full damage instead of no damage at all
this way odd chance for a single unit to kill many enemies of the same (or even higher) level can be reduced from slim to none

since it took me a while to find it

I implemented a few of its features as part of my own era before I stumbled upon it
author of: Altered Era/Ruleset (AKA "Altera"), latest version is on add-ons servers for BfW 1.16 and 1.14, latest version also still supports BfW 1.12 and 1.10, 1.10 server is stuck with older buggy version)
