Could there be a situation where a skilled player wants to reduce his or her unit's hitpoints to encourage AI-controlled enemies to move towards it and/or attack it?

The most common use of that technique I believe is to attract the enemy leader away from his keep. It's worth the cost if it attract him into bad terrain where you can surround him.

Sending scouts around their troops can pull a bunch on a wild chase, weakening their main group. People would never fall for that. XD These scouts also can take all their villages since they leave no outer guards.
