All artists retain ownership of the art used within the game.

As far as attribution, that's not something that's been kept track of very well. You can try checking the credits or here for portraits, and I started trying to track down everything else at one point, but I haven't ever had to time come close to finishing.

I'm not the artist, but I checked the commit history on GitHub of the files you mentioned.
The ones in the icons/arrows folder were committed by fendrin, who was a developer, so it's unlikely that he drew them.
The ones in the dialogs folder, instead, were committed by LordBob, who is an artist (so it's likely that he drew them), is still active and can be contacted through the forums or on Discord.
Current maintainer of these add-ons, all on 1.16:
The Sojournings of Grog, Children of Dragons, A Rough Life, Wesnoth Lua Pack, The White Troll (co-author)

I also plan to use several Wesnoth images on an open-source Tabletop RPG projet, for the cover of https://drive.google.com/file/d/1AxcbsS ... QCh61/view

Texts and maps are under a dual CC/OGL licence, most other art is under CC.

In some wikipedia pages, such as https://commons.wikimedia.org/wiki/File:Wesnothlich.png , there's a link to a general page about the Wesnoth artists http://svn.gna.org/viewcvs/wesnoth/trun ... iew=markup but this link is dead.
Was that page an equivalent to https://github.com/wesnoth/wesnoth/blob ... ts/ARTISTS ?

Apparently, the art I'm recycling is by Kathrin Polikeit (Mermaid Priestess, Human Huntsman, Human Necromancer) and Emilien Rotival (Orcish Archer) and published before 2017. I'll credit them as :

As long as you're following the license of the art, then you can of course use them. If you're unsure though you can also ask the artist directly - Kathrin Polikeit (kitty) isn't active on the forums these days but Emilien Rotival (LordBob) is still around.
