recall cost which is slightly greater that recruit cost for same unit seems pretty reasonable because you get the same unit but with known random traits and possibly some exp
recalling higher level units might be even more expensive unless they can be recruited

Altera using similar pricing since before Wesnoth 1.14 and it seems quite balanced
(recall cost was set to half of unit's max exp so that player can easily calculate it based on info shown in built-in recalling UI dialog which did not show recall cost before Wesnoth 1.14)

on the other hand, campaigns usually allow to recall units which player already recruited... (Altera allows to recall deceased units instead)

regardless, (vast majority of) existing campaigns are balanced for "recall anything for 20 gold" rule so changing recall cost in aforementioned way will most likely require rebalancing
author of: Altered Era/Ruleset (AKA "Altera"), latest version is on add-ons servers for BfW 1.16 and 1.14, latest version also still supports BfW 1.12 and 1.10, 1.10 server is stuck with older buggy version)

On the other hand, it is the same for lvl 1 units. For example Mages and Horsemen cost 20 and 23 gold to recruit, so always recall them.

A big problem with recalling 0-level units is that they die easily and therefore waste gold. Making the recall of 0-level units cheaper would make it more reasonable to risk gold on recalling them.
There is a mod that allows that. And in Advanced Wesnoth Wars I incorporated it with the extra possibility of configuring up to what level you want the units to cost recruitment cost+1 to recall
