How to manage gold and difficulties

Hi there!
I’ve set out to create my first campaign based on the adventures of Helm Hammerhand—as recounted in Tolkien’s appendices—and I’ve created the Riders faction as well as the Dunlendings and their allies. However, I’ve run into a problem: I haven't found any information on how to balance gold and, consequently, the armies. Basically, the gameplay swings from extremely simple to incredibly difficult—if not impossible!
Is there a rule of thumb for achieving a balanced setup?

It's very outdated, but some things still hold up.
