How do I actually hit stuff?

Why does every enemy have way higher chance to hit than I do? They have a 60% while in water and Ill have a 30 percent chance attacking from a fort. It doesnt line up at all the the percentages in the encyclopedia or whatever, the only thing that works is standing in forest to attack

Your chance to hit is not affected by your location. It is affected by enemy location only.
