v19 crash reproducible

Hi,
On v19 (including 1.19.16) it is possible to crash the game when recruiting.

To reproduce open the recruit dialogue:

then remove all options by invoking search that returns no units:

Click "Recruit" button and wait a second or two.

Not tested recall (nuked my old saves when I upgraded to 1.19.16 :doh: ).
But maybe similar issue there?

v18 behaviour was to report "No unit recruited".
