Why some units from game core arent available?

Why some units from game core arent available in the default era recruit lists?

Like:
- Sergeant
- Orcish Leader
- Dwarvish Scout
- Thug
- Skeleton Rider

I have already addon that it adds them but I'm asking about it cause I'm curious.

Its only about Thugs. But what with other units Ive written on the top of this topic? Are they making game unbalanced too?
