In my wesnoth tools, I offer a 'Sound Manager'.

2. un-zip it,
3. open 'Wesnoth Tools Hub',
4. open 'Sound_Manager.html' in a browser (tested perfectly on Chrome),
5. follow 'how to use' instructions.
