Do you have an artist in your back pocket?
Seriously though, there is only one portrait artist working right now. He has been making portraits for new units instead of old units that share one. That probably won't change unless we get another professional-level artist who sticks around for a long time.

new to the forum, where would such an artist go looking to contribute? I've seen people asking for stuff, but isn't there some way to make sense of all these posts?

If you make a portrait for a mainline unit, post it in Art Contributions.
If it is for user-made content or you are not sure if it is good enough for mainline, post it in Art Workshop.
Criticism is usually harsher in Art Contributions because this game has high standards.

Honestly orcish assassin's portait would be good for slayer and nightblade too.

It’s unclear if the Nightblade and similar classes will get unique portraits, but the Orcish Assassin’s portrait would suit both Slayer and Nightblade well. Many classes currently share portraits, so suggesting this to developers or exploring modding options might be the best approach!

There are some add-ons that badly need unique art. I think that this would be a good place for artists who are still learning to practice their skills. It gives those add-ons something they didn't have, the artists get to showcase what they can do.
I should mention that the add-ons that miss art are often not very popular or in some cases well made from a design or programming point of view.
To give an example there is an old add-on era of Dinosaurs. It naturally needs Dino sprites and has only 1 or 2. I'd considered bringing it back to life but quickly realized it didn't really need my services (as a WMLer) as much as it needed dino sprites.
