Isle of the Damned - Post-Scenario Recruitment

Hi, new to the forums here. I recently completed the Isle of the Damned scenario in the main campaign, and I thought I was supposed to be able to recruit Poachers, Footpads, and Thugs on the following scenarios, but that does not seem to be the case. Did I misunderstand the game messages?

I also loaded back to right before finishing the scenario to see if that could fix it, but still no option to recruit them on the next scenario.

There is no such option, and that is intentional.

But… since money from this scenario is nixed at the end of it, you might as well spend all of it to recruit as many outlaw units as possible to fill your recall list.
