A new effect. Much improved visibility in small size, looks detailed and interesting in large size (colours and grainyness are easily adjusted).

I also prefer Oldania - the first of the two fonts.
I think there's a major concern in designing this where you really, really want to stretch-and-kern the text so that "Battle" and "Wesnoth" occupy equal amounts of horizontal space, so that the logo feels balanced. This was a major thing I did in designing the previous logo; we shouldn't regress on this point.

I totally intent to do exactly that. Once we have settled on the font, I'm going to first redesign B and W somewhat - making B wider and W narrower. After that I will know how much the rest of the text needs to be massaged to reach balance.

I think Oldania is our winner.
Other than that, I like the new effect. Maybe the cast shadow could be toned down a bit, or have some color introduced in it, since there is already a black outline to top it.
Also, it could be interesting to try different colors for the bottom-side reflections (the greenish light). Blue or golden in order to match the shield, a burnished orange-brown might work as well, ...

The good thing about doing this in vector is that I can work with the text and the effect separately. That is, even when all the translations have been made the effect can still be easily changed. If, say, in a future release of the game the start screen background is changed and the old effect doesn't look good with it, it can be redesigned and the new design will applly automatically to all language versions (the PNGs will of course have to be rerendered, but that too can be automated with a script).

The kerning on Wesnoth looks far too tight compared to the looser kerning on Battle. I think getting them closer is fine, but they don’t need to be exactly the same width. The spacing between W and e is extremely close yet the two T’s and the L in Battle are just much too loose.Sgt. I'm painfully aware of these issues, but there's only so much I can do. I'm already widened all the letters in 'Battle' and narrowed them in 'Wesnoth'. In order to reach balance there just will be a difference between the words.
I've done a bit more tweaking, but my elbow room is limited:
OTOH, one reason I had to stretch 'Battle' so much was, that because 'Wesnoth' overlaps the shield, 'Battle' mus also, because a gap only on one side would look unbalanced. But If I move 'Wesnoth' to the right so that there is a gap on both sides, I can move the letters of 'Battle' to the left, making the space between characters smaller:
The text on the whole becomes wider, though.

No, I think you have to leave the overlap. One thing that makes the current logo work is that the T's are quite large. Maybe widening that letter would help. It would affect both words of course, but the effect would be larger for "Battle" and the kerning in the center of it would look less awkward.

I've actually already widened the t (only in 'Battle') but since it's such a narrow letter in the first place, this doesn't make much difference.

I meant that you could change the style of the letter so that it wasn't so narrow.

I've considered of that too. It could be flat-topped one, with a long crossbar (Carolingian style). This would have the benefit that in cyrillic and greek the t must be like that anyway, so there would be more consistency across the language versions.

I think maybe you misunderstood me.
I was saying you don’t need to have the words be equal length, that it’ll still be okay if they’re not exactly equal.
