Northern Rebirth: Old Friend Bug or changed feature?

AFAIR the last time I played that campaign I could recruit Fencers and Heavy Infantry.

With 1.3.19 I can't.

Is that an intended change or a bug?

When did you play it? The current recruit list is unchanged since merging to mainline and does not include these units
