How do I go back and replay a level in a campaign to level up some units?

Load a previous save from the 'load' menu.

Oh, I see. I was under the impression that there was a level select somewhere that I was missing.

You have to remember, though, that by default there is an autosave limit. So if you don't save every now and than you might not have saves from previous levels.

The beginning-of-scenario saves aren't affected by autosaves.
