Not only do drakes tend to have slightly smaller armies than usual due to unit costs, but the elvish matchup is one with a strong incentive to split between drakes/saurians (among other things, those magic attacks are important for forcing the hippies out of their forests)--which means at any given time of day, drakes will tend to have a relatively small number of units doing the heavy lifting. If you can kill a drake or two and slow a couple more, you've just negated a huge chunk of their daytime fighting capability, leaving them with a mix of daylight-impaired saurians and half-strength drakes to fight your elves.
Exactly, when I fight drakes I recruit mainly archers, but with a fair amount of shamans to deal with clashers. Only when I start encoutering more augurs I want to have more then a single fighter. Of course, skirmishers are a serous treat, but they are not real survivors either, even if the are level 2.

I always thought you need a few shamans, a few archers and lots of fighters vs drakes.

Shamans slow, fighters soak up damage and hit slowed ones and archers are fast enough to follow them. Add in a few scouts depending on the map too.

But, if elvs fight vs. drakes, elvs have big problem: saurians.
Saurians have good defense vs. elvish attacks, & have big strong vs. elvs)))
&, if all play drake vs. elvs, better bought saurians, & 1 - 2 sky drakes for use villages)

Well I always thought that vs saurians you need fighters, fighters, and fighters just as vs outlaws: they are cheap and own them. Ofc a wose, a mage or two might come in handy with the rare archer.

But I might have been mislead.

They only have -10% vs blade, true, so that's 5-4 or 7-4 from fighters.

yes, but fighters not very often can kill saurians.
fighter haven't chance vs. saurians.
(if fighters 6, saurian 1, the situationis under control) :)

What? Fighters chop saurians into tiny pieces. Low Hp and vulnerability vs blade hurts.

Maybe that's because the majority of most maps' landmass contain land instead of water?

A lot of maps, however, contain rivers that crisscross the map, and even water villages. So mermen are far from an irrelevant unit.

I was actually referring to standard 1v1 balanced maps (excluding Weldyn Channel).

But you didn't say "balanced 1 vs 1 maps," you just said " most maps." I can only respond to what you say, not what you're thinking.

Which of these maps does not have enough water where mermen would be useful?
Caves of the Basilisk
Cynsaun Battlefield
Den of Onis
Fallenstar Lake
Hamlets
Hornshark Island
Howling Ghost Badlands
Sablestone Delta
Silverhead Crossing
Sulla's Ruins
The Freelands
Weldyn Channel?

Those are all of the 1v1 maps.

Clash is the only standard map I can think of where mermen are a waste of gold (probably morituri as well).
