I could give you hundreds ideas of "all-scouts" race, and I'm sorry to say that bats using weapons are the most... I'm out of words. That's insane.
You can't just franken tools and weapons to random sprites, and call that a race.
I... I'm out of words. Please. Not. You want race of scouts? Why not. But try something other...
Look. Take some idea, and start thinking about it. I mean, all of your other races show much more forethought than this.

What can they be?

• flying
• running

Let's move with that.
What flies?

Insects, bats, birds, dragons, flying machines, gryphons, hippogriffs, gargoyles, magic creatures, fairies, wind, smoke...

What runs? I mean, fast?

Cheetahs, wolves, horses, cars, antelopes, lions, coyotes, tribal runners, spiders, saurians, ninjas...

Now. Fuse the concepts.
What that faction could be?

• Flying mechadragons and running spiderbots made by mad scientist.
• The same, just with necromancer and wicked experiments. (Winged skeletons etc.)
• Spiderpeople, like Nerubians from Warcraft. (Or completely different from them.)
• Batpeople. (In fact, all kind of "animalpeople" are usually providing quite useful ideas for races, when you have none. That, and elves variations.)
• Centaurs.
• Creatures made of fire and smoke, running with the wind.
• Tribes of cheetahmen, known for their speed.
• Another "Mechanical dwarves" faction, using only planes, walking mecha and cars for transport.
• Wofpeople. (You have one frame, already.)
• Faction of ghosts.
• Dwarven mountaineer ninjas, paratrooping from gryphons backs. (Possible explanation for enchilado's dwarven ninja on RPG )
• Packs of intelligent and sentient lions, four legged, using no tools, yet with caste system, shamanic magic and deep connection to world of nature.
• Sentient antelopes, at constant war with above.
• Winged elves. (Oh wait, it has already been done, and more than once...)
• And whatever you'll think of. Those are just examples (but feel free to use them, if you want.)
