Why cannot I upload any attachment in Off-Topic forum? I think that is not good, since if we can do that, many miscellaneous things which are with attachments can be moved to these Off-Topics, the management would be better.

Because wesnoth.org is not a hosting site. The attachment functionality is only for uploading Wesnoth-related content such as art or code, not for things which belong in Off-Topic.

Oh...ok. But do you think that would provide greater freedom for users to upload attachments in their off-topics? I don't really think that would matter much.

Which benefits do you see in allowing them to upload stuff there? If they really, really have to show something, they can still link to something hosted on another website. There are a lot of free hosters around.

Oh...I was just thinking of post a funny Beating Tetris gif signature file to one person who beat Tetris last night. Then I found there is no "upload attachments" button there.
