Why cannot I upload any attachment in Off-Topic forum? I think that is not good, since if we can do that, many miscellaneous things which are with attachments can be moved to these Off-Topics, the management would be better.

Because wesnoth.org is not a hosting site. The attachment functionality is only for uploading Wesnoth-related content such as art or code, not for things which belong in Off-Topic.

Oh...ok. But do you think that would provide greater freedom for users to upload attachments in their off-topics? I don't really think that would matter much.

Which benefits do you see in allowing them to upload stuff there? If they really, really have to show something, they can still link to something hosted on another website. There are a lot of free hosters around. :)

Oh...I was just thinking of post a funny Beating Tetris gif signature file to one person who beat Tetris last night. Then I found there is no "upload attachments" button there.

Yes. Read the Posting Guidelines (especially point 2c), and you know why.
Do not abuse forum attachments (#)
All files uploaded with the Upload Attachment option are hosted by Wesnoth.org. This functionality is provided as a convenience for our users and contributors, and not with the intent of an imageboard or public file-sharing service; in particular, it is not meant to be used for circumventing our Rules for the official add-ons server, or distributing legally dubious content.

Use imgur, photobucket, flickr, or dropbox. Don't waste space on wesnoth.org's harddrive.
