The 2018 edition

Preamble
Wesnoth Life is a russian-speaking Wesnoth community which was founded on August 12, 2008. Thus, 12th August of this year is the 10th birthday of Wesnoth Life. As an birthday-tied event, I'm decided to organize the first Russian Open Cup for 2 player teams.

Format
It's an elimination tournament.

Who can participate?
Teams of two players from the same country (E.g. Russia, Ukraine, Belarus, Kazakhstan, the Czech Republic, the United Kingdom, Brazil, Argentina, China, Japan and any others).

Deadlines, terms, other time conditions
Each team have to play one game during each calendar week. The game days is Saturday and Sunday. The start time of all the games is pre-defined. It's 12:00 UTC. If the game won't finished until 18:00 UTC, it should be saved and continued at the next weekend (anyway, if both teams and the assistant accept the game continuation after 18:00 UTC, it can be continued until anybody refuse it). The calendar of the tournament will be published later. Most of the games in the first sub-tree (a half of the full tree) will be played on Saturday. In the second sub-tree, games mostly be played on Sunday.
Each team has two extra options to skip one week. Maximum one skip is allowed during the one tournament stage (e.g. 1/16, 1/8). To take a skip, you must inform the organizer or any assistant until Friday 6 p.m. (18:00 UTC).
A number of games in the round depends on which stage of the tournament it is:
1/16 (or the qualifying round), 1/8 - 1 game;
1/4, 1/2, the third place match - Best of 3 (2 or 3 games);
Final - Best of 5 (3, 4 or 5 games).
The tournament starts at the next weekend (11th-12th August) on 25th-26th August and will end approximately in November or December of this year (depends on the number of teams).

Team rating
Team rating is calculated as following:
Ladder ELO of Player 1 + Ladder ELO of Player 2 + Wesnoth Life ELO of Player 1 + Wesnoth Life ELO of Player 2.
If any of ELO rating doesn't exists, the 1500 ELO will be used.

Toss (draw) rules
There will be two qualifying rounds - the first is for the russian-speaking players, the second one is for all the others. The goal is to get an equal number of Wesnoth Life players and other players for the first round.
The first round (1/8 or 1/16 if the team count is 32 or more). In this round Russians will play with non-Russians (the reason for two separate qualifying rounds).
The qualifying rounds will be tossed by following rules:
Teams will be allocated to two pots (the number of teams in the pot is the same) based on a team rating. Each drawed pair will consist one team from the first pot an one team from the second.
Teams in the first round will be tossed by following rules:
Russian teams will be allocated to two pots based on a team rating. Non-russian teams will be allocated to two pots too (the same rule). Best ranked Russian teams will be paired with worst ranked non-Russian teams. Best ranked non-Russian teams will be paired with worst ranked Russian teams.
The second round will be tossed without considering any ratings.
Some extra rules may be added, e.g. putting best rated teams in the different sub-trees. Anyway, the extra rules won't break the described above.

Game organization
As described above, the games will be played at the same time every week. You must not host the game. The organizers will do it for you. Only what you need - be on time (12:00 UTC) on pre-defined day. Max possible delay to appear is 15 minutes (to enter the hosted game). If you don't appear, the rival team will be awarded a walkover (it will be applied only for the skipped game, not for all the games in the round).

How to participate?
If you want to participate in the tournament, please write a message in this topic in the following format:
1. Name of your team
2. Player 1 (a nickname on the official server, on the ladder (if exists), on Wesnoth Life (if exists))
3. Player 2 (a nickname on the official server, on the ladder (if exists), on Wesnoth Life (if exists))
4. Country
5. Timezone (UTC format)

Also, you can write preferred day for games (Saturday or Sunday). If it's possible, I'll put your team in the sub-tree where all the games (except for the final, the third place games and the qualifying round) will be played in the same day (Saturday or Sunday).

Since there are no teams which are already registered as tournament participants, I'm announcing the extra condition for the tournament existence. The tournament will happen, if at least 6 (six) teams have registered until 18:00 UTC, Friday (10th August).

what would happen if a team is mixed russian/other language? is that allowed?

1 week to register :D I hope you find players, idea is nice, i will love to watch :) team of same country is really strange :D but it's fun!
What questions me more is what maps will it be? :D And it's still funny that you gave it just 1 week to register :D I follow lot of wesnoth events but this topic I only noticed today... how will people join this if they don't know about it? :DDDDDD nobody talks about it :D

It's allowed if both players are from the same country, otherwise not.

Yeah, the GMT time is approximately the same as the UTC time. You can write a timezone in the GMT format, if you want.
About shuffling... As I know, it doesn't shuffle the players between the teams. If that isn't true, please tell me.

I've already emailed all the members from Wesnoth Life, also I've told all the other players who I know. If somebody could help me to invite players to the tournament, I'll be happy. Please write a PM to me, if you want to help. If there is a chance to get required number of teams, I'll extend the registration period.

I don't think i can participate on this one, but if you really want this tournament to have a chance, you should reconsider the same-country teams rule. It's hard enough to find another player who is willing to sign up, it's almost impossible to find one who is from the same country too. Activity of the MP community is worse than ever, if a tournament is going to be successful now, it can't limit itself with rules like this.

The idea is to make something like IWT 2016, but provide more opportunity for countries which don't have enough players for such large teams like in IWT 2016. At the same time, countries which have enough players for teams like in IWT 2016 (9 players) are allowed to have multiple teams in the tournament.

I'm going to post the map list at this weekend. Please be patient :-). Spoiler: there isn't Isar in the list.

I second that. I've never met another player from austria (and that's where i'm from).
You can try to search for a teammate on the Ladder site. There are a lot of players from Austria. Most of them haven't been active for a time, but somebody has. For example - L2P_noob (the latest game was in 2018), Admiral_SAP (the latest game was in 2017). Anyway, you can try to email players (emails of most of the players are in open access, check the Ladder profiles of the Austrian players).

I'ts more or less true, it's extremely hard to find same country in a tiny wesnoth community :D but I think SpieIer is from Austria :) so you may have a teammate :D just write uppercase "i" instead of lowercase "L" - Spie(i)er (SpieIer)
