I'm mostly playing campaigns and from my point of view I would think it makes sense that all gold (or even parts of it) and maybe even the owned cities are transferred to a player who killed an opponent leader. Isn't that even the main reason why countries start war on somebody else?

Well, there are a few reasons against this. Here's a couple off the top of my head.
1. When you kill an opponent's leader, you win the scenario most of the time. It would be pointless to receive all of his villages then.
2. Scenarios in Wesnoth vary considerably. Very rarely do you see such a simple scenario as "countries at war". With the majority of scenarios, it would make little sense to receive all your opponent's villages.

Back to topic, when playing campaign, one of the strategy is that you should evaluate between finishing the scenario early (for bonus) or capturing all the enemy's villages to gain income (of course you could try to do both), if the village just get transferred to the winner automatically then an important part of the campaign strategy will be cut off.

I agree that you dount need those villages after killing enemy leader but i dont know what those 2 words mean either.

WINR stands for 'Wesnoth Is Not Realistic'. Not sure if DUPCA has been used before, for this or otherwise, but I meant it to mean 'Don't Use Possibly Confusing Acronyms'.

You're free to make a campaign with this behavior (it has actually been done already), but this would require a lot of work to balance all the mainline content. It most likely will not be implemented.

There's the "acronym" BBC for exactly this. Searching for "DUPCA" on the internet just gave something which really didn't fit in context, so it looks as if you made that up.

I was posting from an iPod Touch, so the bb code wasn't really realistic. And I was too lazy to go edit it afterwards.

IIRC, there is also the [acronym] tag as well as a wiki page with a list of wesnoth acronyms and what they mean.
