As to the Poll, Wesnoth isn't run by the consent of the playing. You can make one, but it won't directly determine the course of development. Well expressed reasons are much more infulential.

Each campaign will have a stamp of either:
• Broken
• Unfinished
• Finished + Rating
In the UI, it will say "unfinished" or "broken" in place of the star ratings that can be given to a finished campaign. The author can submit his campaign as whichever he wants; a dev who shepherds the content will try to reflag things appropriately.
