What makes a forum good? Good people. The blind, dumb luck that the right people sign up, and the right people are in charge.
What makes a forum POPULAR is an entirely different kettle of fish. And one which I couldn't really suggest one single answer to. Good forums are sometimes popular, but more often than not, popular forums are freaking hellholes. What that says about human nature, I'll leave to your capable imaginations
