Let's say you want to halve all the upgrade costs. You can't do that. Certain costs can't be lowered that much. Let's say you want to double costs. You can't do that. Ridiculous... Especially that some values can be raised/lowered while others not really. Make the sliders have proportional values...
After you get poisoned it deals 8 damage, then after you move to a village it denies you 8 healing.
So over all it deals at least 16 damage!! (More if you can't get to a village immediately.) And on top of that it forces you to move unit to a village.

I think many people rightly considers elvish scout as weakest line in rebels fraction. He's not only expensive but also easy to die quickly. He's advantage is moving better than human riders and calavrymen. I propose to increase his hp, reduce the cost to 15 and meele attack increase to 6-3.

The minimap controls are large and in a column to the left of the minimap. When I have my mouse on one, the tooltip obscures the minimap, making it hard to get any benefit from toggling the setting while watching to see what flickers.
