I'm pretty sure Iliah Malal is dexterous so he does more damage than a standard necromancer. The Dexterous trait only appears on elves by default and the note in the wiki is a way to explain it, but there's no reason why it can't appear on a preset unit that's not an elf.

If you do want to try out 1.19's TSG, I'd suggest waiting a week or so until 1.19.18 releases on 11/17. The newest version includes a few changes and bugfixes that aren't on version 1.19.17.
