I think as start for a campaign this is a nice idea.
I'd make the rings more powerful though - one more melee attack sounds nice on paper, but
imagine the hero has 8-4; changing this to 8-5 is of course good, but not necessarily great.

Legend of Wesmere (both the original and the rework) seem to have taken place in the Northlands, Wesmere, and Lintanir. I doubt any signigicant follower congregations took place. However, nothing's stopping you from making one up. Group of Landar xenophobe elves harassing wesnothian villages.
