According to this, the entire faction will be getting portraits sometime between 2021-2022. Thus, a temporary placeholder at this point seems rather irrelevant.

If that is set to yes, the leader is not supposed to move at all. Maybe there is a MicroAI in play? Particularly bottleneck defense MAI?

These were done by Sleepwalker. It's a Swordsman, Lieutenant, Pikeman and Halberdier. If that forum thread is explored a bit, multiple attempts at Royal Guard is found as well.
