Why would you need something in options, with dev time spent on it (menus, selection, buttons), when you can easily change it locally already? Will we change main menu background from what we have to something ''better'' in 1.14 or any version? It should not be hard to change the title screen on your local copy. Literally just two picture files to mess with, it is about as complicated as setting a new desktop background. wesnoth_screen.png

I would look at them in front of a background as well, sometimes things look odd with the dark outline contrasting to white, which wouldn't in context. There already are like four drake campaigns, there is at least one saurian campaign, and with return of the monster there is even a naga-centric campaign. They may have their flaws, but they are there.
