Anyway, fribidi dependency will be dropped when wesnoth finishes moving to pango since it handles left-to-right support itself and has a version of fribidi in its source tree.

If I set prefix to $HOME it installs binaries in $HOME/bin as attached output of "scons install" shows. What do you get in output of "scons install"?

Works as it should for me. Post contents of your .scons-option-cache. Are you passing prefix=~/ through command-line? If you edit .scons-option-cache ~/ may not be expanded properly.

Or, don't install wesnoth at all and run it from working copy root: "./wesnoth"

Lone -I flag looks fishy to me..

According to config.log it was added by freetype-config, so try upgrading freetype.

It forces config checks to be rerun. Due to bug in scons 0.97 caching of config checks was broken. It's fixed in 0.98 and I've removed TargetSignatures() call that was triggering it so it shouldn't occur in 0.97 anymore too.

Was g++ pulled by libboost-iostreams-dev as dependency? SCons handles the absence of g++ very poorly, even causing spurious successes of boost checks(as I discovered by booting from Ubuntu liveCD)..
